Codex release alerts

Codex ships often. We read the release notes so you don't have to, and write one short email when a release changes something you'd notice.

Each email answers three questions:

1. What changed that you'll actually see?
2. What could break in your setup: Windows, WSL, IDE, config keys?
3. Should you update now, or wait for the next patch?
