AGENTS.md (project root)

Put config.toml in ~/.codex/, or %USERPROFILE%\.codex\ for the Windows app. Put AGENTS.md in your repository root. Then restart Codex. Check which instructions loaded with codex --ask-for-approval never "Summarize the current instructions."
